Paul Farmer: As Haitians Seek UN Compensation for Cholera, World Powers Should Own Up to Past Wrongs

The cholera outbreak that erupted in Haiti in October 2010 has killed around 8,000 people and sickened 620,000 others. Most independent studies say the outbreak originated with a battalion of Nepalese troops who were part of the U.N. peacekeeping mission after Haiti's devastating 2010 earthquake. But the United Nations has never formally acknowledged responsibility or apologized. Attorneys for thousands of Haitian cholera victims announced a lawsuit against the United Nations in 2011. Earlier this year, the United Nations finally responded by announcing its refusal to pay compensation. Dr. Paul Farmer, who serves in a volunteer role as the U.N. deputy special envoy for Haiti, says reparations for Haiti should come in the form of strengthening housing, healthcare, and other basic rights long denied to Haitians by foreign powers.

On January 12, the third anniversary of the earthquake that, in Haiti, 230,000 dead, 300,000 injured and 1.5 million homeless, led to the same severe than in previous years record: reconstruction barely begun economic stagnation, sustainability of encampments and new overcrowded slums in Port-au-Prince and surrounding areas. It was this failure that the Haitian filmmaker Raoul Peck documented for two years, when turning his gaze on international aid, which is in its first official eyes. Arrived on the scene the day after the disaster struck by the enormity and opulence of the humanitarian machine unfolds, he decided to observe over time the process of "building back better". "Build Back Better" promises in effect Bill Clinton, co-chair (with Haitian Prime Minister at the time, Jean-Max Bellerive), the Interim Commission for the Reconstruction, to coordinate all relief.

Haiti: Victimising the victims? - Inside Story Americas

The United Nations is refusing to pay compensation to the families of victims of the 2010 Haitian cholera outbreak that was blamed on its peacekeepers. The outbreak brought devastation to a population already struggling to recover from the earthquake that killed more than 300,000 people earlier that year.

Now in a bureaucratically worded statement, the UN says it will not pay the compensation claims, which amount to hundreds of millions of dollars. The world body cited a 1946 convention as the basis for its legal immunity, and said it is not bound to pay the claims.

To discuss the trials still plaguing Haiti, Inside Story Americas with presenter Shihab Rattansi is joined by guests: Brian Concannon, a human rights lawyer and director of the Institute for Justice and Democracy in Haiti, the organisation that brought the claims of the cholera victims' families to the UN; Laurent Dubois, a professor of history at Duke University and author of Haiti: The Aftershocks of History; and Jean Yves Point Du Jour, the host of weekly Haitian radio show Konbit Lakay.

The United Nations declined to take part in this discussion.

Venezuela sends humanitarian aid to Haiti

The Bolivarian Government of Venezuela has sent shipments of over 646 tons of humanitarian aid to Haiti and Cuba after both countries were hit by Hurricane Sandy.The aid includes mostly non-perishable food items and drinking water, as well as machinery to help remove debris. teleSUR http://multimedia.telesurtv.net
