$1.3 Billion Disposed to Reform Haitian National Police Force

PORT-AU-PRINCE, Haiti (defend.ht/PdH) - Saturday, June 30, 2012: President of the Republic, His Excellency Mr. Michel Joseph Martelly, led, this Friday, June 29, at the National Palace, a high-level meeting on the National Police of Haiti (HNP). This meeting aimed to ensure cohesion in the sustainable building of the police institution.

Prime Minister Laurent Salvador Lamothe, the ministers of defense, interior, justice, parliamentarians, members of Staff atop of the PNH, the civilian head of MINUSTAH, representatives of major donors and that members of civil society participated in these hearings.

Discussions were held on four major points:

• Development Plan of the PNH on the period from 2012 to 2016;
• Career in the police force;
• Coordinating support to the PNH;
• Vision and strategy of the Government of Haiti.

"The Supreme Council of National Police (CSPN) should ensure that the Draft Development Plan 2012-2016 of the HNP and the Draft Plan of career at the National Police of Haiti reflect government priorities in its policy of strengthening the rule of law and restoration of state authority. These seats must contribute significantly, "said the Head of State.

Following the discussion, participants decided to join together to accomplish this plan, agreed to establish a joint commission to monitor. Shortly, the CSPN is deliberating on the plan for approval. Satisfied with the meeting, Prime Minister recalled that "the Administration Martelly / Lamothe is committed to providing the HNP that it needs to perform work effectively and efficiently."

The development plan for 2012-2016, presented by the Director General of the institution Mario Andresol, emphasizes the professionalization and modernization of the PNH.

There is provided a budget of over 1.331 billion U.S. dollars with the contribution of international donors for the implementation of this plan, which includes by 2016 to raise the number of PNH officers to 15,106.

"It is a plan within which we, as donors, can commit ourselves," said Canadian Ambassador, Mr. Henri-Paul Normandin. Have all expressed the same sense, the ambassadors of the United States of America, Spain, France, Brazil, Japan, Chile and the EU. They all congratulated President Martelly's commitment to strengthen the National Police of Haiti.
